Dubai Launches 'Barwa' Initiative for Senior Citizens and People of Determination
A groundbreaking program by the Dubai Land Department aims to empower vulnerable groups in managing their real estate assets.
DUBAI: Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum, Crown Prince of Dubai, Deputy Prime Minister, and Minister of Defence of the UAE, launched the 'Barwa' programme, a pioneering initiative designed to support senior citizens and People of Determination through enhanced management of their real estate assets.
The initiative is a collaboration between the Dubai Land Department (DLD) and the Community Development Authority (CDA) under the slogan ‘You are valuable and should always be appreciated'.
The 'Barwa' programme is positioned as the region's first sustainable, socially driven real estate initiative focused on human well-being.
It aims to empower beneficiaries by providing the tools and resources necessary for independent management of their properties, thereby fostering family cohesion and social stability.
The launch event, held at the Dubai Land Department, featured a cooperation agreement signing between the DLD and CDA, executed by Eng.
Marwan Ahmed Bin Ghalita, Director General of the DLD, and Hessa Bint Essa Buhumaid, Director General of the CDA.
The ceremony also included additional agreements with Harbour Real Estate, On Plan Real Estate, Al Ruwad Real Estate, and SBK Real Estate, along with service trustee centres Afnan and Al Tabou, which will offer support specifically to the targeted groups.

The initiative includes direct outreach services delivered at beneficiaries’ residences through mobile units to facilitate real estate transactions without necessitating travel.
The personalised support approach assigns dedicated assistants to each participant, ensuring ongoing assistance with their transactions.
Digital services feature prominently with the 'Al Kaitoob' platform, designed for remote property management utilizing accessibility technologies for persons with disabilities.
Real-time support is accessible via the 'Al Mersal' service, which operates through a call centre for immediate assistance.
Additionally, the programme's financial advisory pillar provides specialised teams to offer guidance on investment strategies and sustainable returns.
The 'Real Estate Katateeb' initiative focuses on educational workshops aimed at enhancing beneficiaries’ understanding of property management and investment practices.
