This initiative, announced by Sheikh Maktoum bin Mohammed bin Rashid Al Maktoum, who holds the positions of First Deputy Ruler of Dubai, Deputy Prime Minister, and Minister of Finance of the UAE, is intended to bolster transparency and accountability across government operations.
The new decision specifically targets employees within entities monitored by the Financial Audit Authority in Dubai.
Under this directive, individuals who disclose information regarding financial or administrative misconduct, or those who provide assistance in relevant investigations, will be shielded from any form of retaliation or pressure from their superiors.
Key aspects of the decision include the establishment of clear procedures for individuals seeking whistleblower protection and the delineation of eligibility criteria for such protections.
The measure mandates strict confidentiality for all reports submitted under this framework, ensuring that whistleblowers can report their concerns without fear of exposure.

The decision is effective immediately and will be published in the Official Gazette of Dubai.
