UAE Introduces Comprehensive New Media Regulation Framework
The UAE Media Council unveils strict content standards and punitive measures for media organizations and influencers.
On Thursday, the UAE Media Council announced a sweeping new system to regulate the nation's media landscape, encompassing both traditional media outlets and digital content creators, including social media influencers.
The newly established framework introduces a set of 20 content standards that media organizations must adhere to, emphasizing the necessity of respecting all religions, the sovereignty of the UAE, national institutions, and individual privacy rights.
The council has indicated that content deemed detrimental to the country's foreign relations, economic interests, or public trust will be strictly prohibited, particularly highlighting a zero-tolerance approach towards fake news.
Violations of these regulations can result in significant penalties, with fines reaching up to Dh1 million (approximately $272,294).
For repeat offenses, these fines may be increased to a maximum of Dh2 million.
Additionally, the framework allows for punitive measures such as the temporary suspension of business operations for up to six months, or in severe cases, the permanent closure of a business.
Mohammed Al Shehhi, secretary general of the UAE Media Council, stated that the approach is designed not to restrict freedom but to enhance the media sector.
He noted that the new system would provide flexible services and licensing options intended to encourage innovation within the media industry while protecting intellectual property.
The legislation also specifically impacts social media influencers.
In recent years, the UAE has sought to regulate this sector by requiring influencers who monetize their content to acquire a license from the National Media Council.
The license fee is set at Dh15,000 in both Abu Dhabi and Dubai, although the total cost may vary according to the emirate.
The framework asserts that it establishes a robust foundation intended to adapt to the evolving media landscape, addressing contemporary issues related to digital media, artificial intelligence, gaming, and on-demand broadcast services.
To ensure compliance with the new standards, the UAE Media Council plans to introduce a unified artificial intelligence and analytics platform designed to monitor and assess media content prior to its publication.
Maitha Al Suwaidi, chief executive of strategy and media policy at the council, explained that this AI-powered system will facilitate the detection of fake advertisements and misinformation.
This platform aims to create a cohesive regulatory environment, enabling the council to efficiently evaluate media content such as books, films, and artistic works before they are disseminated to the public.
Furthermore, it is expected to streamline the previously manual processes associated with media content inspection and licensing.
The overarching goal of this regulatory framework is to nurture media talent and cultivate a competitive local media ecosystem, which in turn is proposed to enhance the UAE's position as a significant player in the global media arena.
