UAE's Digital Transformation and AI Adoption Reshape Government Services

The UAE leads global efforts in digital and AI advancement within the government sector, setting a benchmark through strategic initiatives and innovative practices.
The United Arab Emirates (UAE) is recognized as a global leader in digital transformation and the adoption of artificial intelligence (AI) within governmental sectors.

These efforts place the UAE at the forefront of embracing digitization, AI, and blockchain technology both regionally and globally.

In 2017, the UAE became the first country to appoint a Minister of Artificial Intelligence.

In addition, last year it introduced the role of 'Chief Executive Officer for Artificial Intelligence' in federal ministries and entities, responsible for strategic AI planning and integrating best practices.

As part of its National Blockchain Strategy, the UAE aims to convert approximately 50% of government transactions into blockchain by 2031, fostering substantial growth in this sector.

Numerous successful digital services have been launched, including the digital identity system and the "TAMM" platform.

The digital identity project simplifies access to federal and local government services, as well as services from other providers, allowing users to log in using smartphones without passwords or usernames.

The "TAMM" platform in Abu Dhabi provides access to over 900 services through a single digital interface.

The Ministry of Finance has integrated generative AI to streamline processes, eliminating bureaucracy and requiring minimal human intervention.

Meanwhile, the Ministry of Energy and Infrastructure reports UAE's pioneering role in employing innovation and AI in clean energy projects.

This effort supports initiatives towards achieving climate neutrality goals.

According to the United Nations E-Government Survey 2024, the UAE ranks first globally in telecommunications infrastructure, highlighting the role of governments in accelerating digital and AI transformation.

Additionally, it leads the region in government AI readiness, according to Oxford Insights, demonstrating strong performance in the categories of governance, technology sector, and data infrastructure.

In a study by Stanford Institute for Human-Centered Artificial Intelligence, the UAE ranked fifth among 36 nations based on 42 AI-related indicators, reflecting its robust AI framework.

Furthermore, a PwC report on AI's economic impact in the Middle East projects that by 2030, AI could contribute approximately 14% to the UAE's GDP, equivalent to $96 billion.
