Dubai Police Ranked as the World’s Strongest Police Brand

Dubai Police achieves AAA+ rating in global institutional identity strength index, contributing significantly to UAE's soft power.
The Dubai Police General Command has been ranked as the top police agency globally in the institutional identity strength index released by a leading branding consultancy, achieving a reputation score of AAA+ with a total of 9.2 out of 10. This assessment was based on a comparative study involving general perceptions across ten countries with insights from over 8,000 stakeholders, indicating Dubai Police's excellence across all evaluated dimensions, including ethics, operational efficiency, transparency, and innovation.

The report highlighted the pivotal role of the Dubai Police in enhancing the soft power of the UAE and Dubai, contributing an estimated 57.9 billion AED (approximately 15.8 billion USD) to the national media identity value, which totals 4.48 trillion AED (around 1.2 trillion USD).

According to the report, Dubai Police scored 9.2 out of 10, surpassing the global average in all eleven criteria used for the evaluation.

These criteria included fairness in treatment (57%), commitment and integrity (60%), safety and security assurance (67%), ethics and conduct (59%), professionalism (62%), effective duty performance (64%), positive social media presence (57%), transparent and effective communication (51%), crime reduction innovation (54%), modernization and development (54%), and strong field security presence (63%).

This underscores the position of Dubai Police not just as an effective security force but also as a principal driver of soft power and the national economy, setting a benchmark for police forces worldwide.

In recognition of this achievement, Major General Abdullah Khalifa Al Marri, Commander-in-Chief of Dubai Police, expressed great gratitude to Sheikh Mohammed bin Zayed Al Nahyan, President of the UAE, Sheikh Mohammed bin Rashid Al Maktoum, Vice President of the UAE and Ruler of Dubai, and other high-ranking officials for their support and guidance in enhancing the role of police agencies in the country.

Major General Al Marri commended Sheikh Saif bin Zayed Al Nahyan, Deputy Prime Minister and Minister of Interior, for his continuous support and guidance, which have been crucial in achieving this global milestone, reinforcing the principles of innovation and leadership in police work.

He emphasized that this achievement reflects the trust placed in police agencies in the UAE and highlights the role of Dubai Police in enhancing security, welfare, and quality of life for community members.

The major general noted that the accomplishments of Dubai Police exemplify a steadfast commitment to realizing the vision of the emirate's leadership and government, which has established excellence and global leadership as a non-negotiable goal.

He stated that the prominence of Dubai Police in global indicators is the result of an ambitious vision and wise leadership that believe that excellence is not an option but a national commitment.

The transition from a traditional operational framework to an intelligent, flexible, and sustainable security model has been achieved through developing operational mechanisms based on innovation and advanced technologies, including artificial intelligence and comprehensive digital transformation.

The advancements and projects, such as smart police stations, tactical team challenges, community and sports events, electronic gaming initiatives, and the Happiness Program, underscore that Dubai Police is not only a security authority but also a strategic partner in building a safe, advanced, and sustainable community recognized globally.

Brigadier Ali Khalfan Al Mansoori, Director of the General Department of Community Happiness, commented on the global achievement, asserting that it reflects the trust of both the local and international communities in the policing institution.

He emphasized that the ranking of Dubai Police as a leading police brand globally signifies the right path in establishing community responsibility and quality of life through an innovative security system prioritizing the service, safety, and happiness of people.

He affirmed that positive and effective communication with all segments of the community is crucial for building trust, and this achievement is a result of the comprehensive humanitarian and developmental approach adopted by Dubai Police.

Lieutenant Abdullah Hamad Al Shamsi, Director of the Institutional Identity and Exhibitions Department, stated that achieving the AAA+ rating in the institutional identity strength index is a global testament to the success of the integrated institutional identity strategy developed and sustained by Dubai Police.

This strategy reflects the core values of Dubai Police, which include transparency, innovation, justice, and efficiency.

David Haigh, Chairman and CEO of the branding consultancy, congratulated the Dubai Police leadership for their top position in the index, emphasizing that this accomplishment reflects the strength of their police brand and the significance of public institutions driven by innovation and modern thinking in supporting economic development and enhancing their international reputation.

He noted that this achievement is a testament to extraordinary global trust in a governmental security apparatus that has made innovation and community engagement foundational in building its global reputation and positioning.

This success is a result of a long-term strategic vision that blends innovation with institutional planning and modernity with local identity, re-defining the relationship between the police force and the community through smart initiatives and unconventional police stations, alongside a rapid adoption of technology and artificial intelligence—steps that have solidified Dubai Police's status as not just a leading security entity but a key component of the soft power of Dubai and the UAE, serving as a global model in transforming institutional reputation into tangible national economic assets.

The assessment methodology utilized by the branding consultancy was based on data concerning perceptions of the city of Dubai and the soft power of the UAE, referencing the annual city index and the global soft power index.

The consultancy also conducted dedicated research paralleling the methodologies of the global soft power index to calculate Dubai Police’s contribution to the performance of the UAE and Dubai in this index for 2025, following a comparative study involving general sentiments across ten countries with insights from more than 8,000 stakeholders.
